services the city has, it's a burden on the people who are already afraid to go out of their houses. >> reporter: resident sam objects to the county's plan to create a central hub for felons. the center will serve up to 75 exconvicts who lived in vallejo prior to serving their sentences. the probation department would oversee the center where felons will receive job search training, therapy, and educational services. >> we have to break the sickle. we can't -- psyche cycle. we can't keep locking them up. >> reporter: the program will lower vallejo's recidivism rate, currently at about 35%. supervisor barbara agrees >> they're no longer going to be out and about. >> reporter: other residents also support the plan which would be funded by the state

>> my sister was a felon. they need job training and education. >> reporter: the board of supervisors will next discuss and possibly vote on the propose the project at its december 4th meeting. if approved, county officials say the day reporting center could open as early as february. thee popular san francisco -- three popule san francisco -based ride sharing are being investigated for not having enough insurance and not enrolling drivers in controlled substance and alcohol testing programs. regulators compared the companies to taxi services. but the ride-share people argue they simply help people with cars connect with people who need rides. they are also the target of a class action lawsuit

filed by san francisco taxi drivers. they say the service is taking fares away. the cleanup and preparations are in full-swing tonight in daly city after a mountain of mud buried part of the neighborhood there early tuesday. it happened when a pipe burst and washed a huge chunk of hillside onto a city street. with rain in the forecast, residents are using bails of hey and bulldozers to shore up the hill. >> we're making sure the work we've done is doing its job to protect the residents and the neighborhood, not causing any adverse mud flows or what have you. >> i think right now, it's not stabilized because of the sink hole. >> crews spent much of the day digging a trench. they hope that will divert any runoff from the coming rain. this is not the first time this neighborhood has been hit

weekend. satellite and radar pictures showing some increasing cloud cover out there right now. the storm is it still sitting well down to the south. our storms come up from the north typically. but this is a rare instance. here it is. of you can also you can also see some subtropical moisture getting pulled into this. we're going to be seeing rain, doesn't look like tomorrow, but into friday. futurecast shows a few showers into the 8:00 hour, but this is the only model i've seen showing rain this early. by 10:00, i think that could be the earliest we'll actually see rain for tomorrow evening. overnight, that's when the rain is really expected to pick up. rain by the 2:00 hour, fairly widespread, spotty showers into the 5:00 hour. this is friday morning, and it will continue into friday afternoon. let's take a look at temperatures out the door tomorrow morning. warmer because we'll have some more cloud cover. so we'll be in the 40s and low 50s. into the afternoon, we'll see

governor brown told the regents, that's unlikely. >> the state would have to increase its general fund commitment to the university 12% every year. that's very unlikely to happen. so you really are proposing tuition increases. >> reporter: officials say without the money or only a portion of tthe university will have to change -- of it, the university will have to change its plans by putting programs in construction or finding ways to raise additional revenue. >> it's a movie i've seen before. and i know how it ends. i don't want to be part of it. >> reporter: lieutenant governor gavin newsom ended up being the lone vote against it. >> tell be more revenue and tuition hikes. i'm concerned about that because the magnitude of that tuition increase is not in-- not insignificant. >> reporter: we won't know if
